Although there is a /usr/kde/3.5/bin/kxkb, I don't know how it's invoked 
during KDE startup, but I assume it's a module to be called from the control 
panel. This Gentoo box allows me to install the bits of KDE I want, without 
all the rest; I installed the module kxkb and now KDE just picks it up and 
runs with it.
