Can you check if this also happening for a new user account?
If it does then it is likely some global setting that has been changed, if not
it might be a change to the user's configuration.
In the first case the simplest solution might be to reinstall the kdebase
package, in the second case renaming the user's .kde/share/config directory
might help (while not being logged in as that user). Other settings
from .kde/share/config can then be restored file by file
