I have just discovered that the same thing had been done to var/spool 
and was blocking printing. The problem seems to date from me installing 
packages partimage and newt for backing up an image of a hard drive. I 
ran partimage as root on the assumption that backing everything up 
needed root permissions. Anyway I the program seemed to stall and I 
killed it and since then I have noticed these odd problems.
