You just need a player installed maybe?  For me, xmms is always the right way 
to go.  The plugin for xmms (or ONE of the plugins for xmms) is called 
smpeg-xmms.

I don't know where you get software for your distro.. but just do a search for 
"VCD player" and you'll find one.
