Why do you have such an old version of KMail and KDE. I'm using Suse 9.2 and 
it came with KMail 1.7.1 (Using KDE 3.3.0).

I've never heard of KMail being in an infinite loop or that it was even 
possible.

Try:
mv ~/.kde/share/config/kmailrc ~/.kde/share/config/kmailrc.bak

And restart KMail.
