[kde-linux] Why can't KDE 3.3.2 leave my desktop icons alone?

Over here with 'align to grid' checked the icons move every time a
panel appears or disappears. but they stay put if I turn it off. I'm
using KDE from SVN, but I think it's been like this since at least
3.4.
