[kde-linux] Cannot place additional task bvar below main barunder KDE 3.4.x

Dear all,

I am using Kubuntu with KDE 3.4.2 (but the same phenomenon also
occurred under 3.4.0).
I would like to place KNewsTicker on an additional task bar below the
main control bar. This was easily possible with 3.3.x (Debian) and to
my knowledge it was the default. However under 3.4 I am unable to
place the additional bar below the main bar.
Any ideas?
