[Kde-l10n-kn] Translator Guidelines

Hi,

I have drafted a Guidelines document which should help us(translators) in 
bringing more quality into the translations. Please review the same and let 
me know if anything needs to be added / modified.

I have placed the same guidelines in the kn.l10n.kde.org website.
