Weblate migration

Hey guys,
If there are no objections I would like to transfer the translation
management to the Fedora dedicated Weblate project to ease contribution and
collaboration, found here:
https://translate.fedoraproject.org/projects/kde-l10n-intermediary
(Currently enabled for Malayalam and Telugu only).

If there are no registered objections over the next couple of weeks we will
continue with the plan and migrate the localization efforts towards the new
system.

If there is a certain terminology documentation I should import it can be
quite useful as well.
