the default is kept in plasma-default-layoutrc

this is primarily because it's read only once, and the config cascading won't 
work beyond that with any great reliability (nor did it with kicker, for that 
matter) since the config values are not so much individual key/value pairs as 
they are describing a layout structure.

anyways... plasma-default-layoutrc is your friend. in 4.4 you can also write 
little javascripts that can do nearly anything :)
