- a small hint; I don't recall all details...

Find /opt/some-kde-dir/share/config
Grep after wallpaper or desktop
In the config file you'll find a header like

[Desktop]

If you append a "[$i]" to that header, like

[Desktop][$i]

- as I recall it, this will disable all modifs to that (desktop) setting.
- at least, it's worth a try...I used it for disabling the settings of 
CPU-power consuming screensavers (in a LTSP environment).
