[Kde-kiosk] kde-kiosk Digest, Vol 35, Issue 9

I have used both (Xfree with debian, Xorg with ubuntu). You probably
don't have the X dev libraries installed. Try installing kde-devel,
that should install everything you need to build kiosktool.
