[Kde-kiosk] Fish Protocol

Hi

I installed the KDE Kiosk-Admin-Tool on my mepis distribution, and 
installed it.

When i run it and try to save the changes, it fails to create the 
following directory:

fish://user@localhost/etc/kde-profile/profile1/share

i found out, that on a shell i cannot use the fish-protocol.

1. how can i make sure my fish-protocol works fine?
2. which version of the kde is needed? i have the newest version by apt 
installable (3.2.x)
