[Kde-kiosk] Turn off Artsd by default on KDE 3.1.3 and removing some kdeutils programs

Copy such file to $KDEDIR/share/config/kcmartsrc Don't forget to set the right 
owner (root) and access permissions (readable).

Use kiosktool to edit the menu or delete the corresponding .desktop files from 
$KDEDIR/share/applications/kde
