What I did (on FreeBSD, but should be similar on Fedora) is ...

tar zxf kiosktool-0.7.tar.gz
cd kiosktool-0.7
./configure
[... wait for that to finish ...]
make
[... wait for that to finish ...]
su
make install
[... wait for that to finish ...]
