Depending on your KDE version [1] you need to add
export KDEDIRS=$(kiosktool-kdedirs)
to startkde, that will do lookups in /etc/kde-user-profiles and set $KDEDIRS
accordingly.
If your startkde leaves KDEDIRS untouched, you can also set it in xinitrc.
[1] KDE 3.2.3 shouldn't need it, although I discovered yesterday that that
version is a bit buggy without it, so you pretty much need it for every
version that is out there.
