Sure, open the KDE control center and disable the keyboard shortcut. It's 
underneath the Regional & Accessibility category. If you save the keyboard 
scheme you can move it to your profile or KDE directory and make it mandatory 
through the kiosk framework. I don't think KioskTool as a GUI supports it 
though, so you'll need to use a text editor and do it manually.
