[Kde-kiosk] Confused by run_desktop_files

I've read and re-read the README.kiosk but I can't seem to get the
run_desktop_files switch to work (KDE 3.1.1a Debian)..... so I must
be stupid.
According to my understanding of the README.kiosk if set like so:
[KDE Action Restrictions][$i]
run_desktop_files=false
in my kdeglobals then kdesktop should only load things in
$KDEDIRS/share/kdesktop/Desktop and *NOT* anything in $HOME/Desktop.
This just doesn't work though - my test user has
$HOME/Desktop/atesturl.desktop proudly showing on the screen and the URL
contained therein called when it's clicked. Setting run_desktop_files
to true makes no difference either.
FWIW, I have KDEDIRS set to three directories (a local config, a standard
config then the [Debian] distro config [/etc/kde3])... but only one
kdeglobals anywhere on the system.
I also looked in the kdesktop source and that doesn't mention
run_desktop_files anywhere so how is it meant to work?
