[Kde-kiosk] rmb popup menu

How can I disable this menu? I do not want users to select "Always on top", "Shade", etc functions. I can not find the option to disable this menu anywhere. I tried using xmodmap, adding options to kdeglobals and kickerrc. Nothing seems to work. It would be great if I just could disable right mouse button completely - but can't figure out how. I disabled it on the desktop, but while right-clicking on the taskbar I get the menu once again. Help???
