In the Control Center go to Desktop -> Window Behavior. Select Actions and
change the Right Mouse button behavior from "Operations Menu" to something
else.
Your kwinrc will now contain something like:
[MouseBindings]
CommandActiveTitlebar1=Raise
CommandActiveTitlebar2=Lower
CommandActiveTitlebar3=Raise
Copy these settings to $KDEDIR/share/config/kwinrc
If you add "[$i]" to the the top of this file you can lock down these
settings, that way your users will not be able to change it back.
