Are you sure the $KDEDIRS variable is properly passed? I.e., if you start 
konsole and type echo $KDEDIRS, what does it give?

Do you have an old-style $KDEDIR (singular) too next to the plural $KDEDIRS 
that's preferred since KDE 2.0? If so, does unsetting it work?

Can you read /kdetest/kde-shared/share/config/kickerrc in e.g. less or vim 
from your test user?
