No, that seems to be missing. You can still prevent any permanent changes by 
making the config file of the clock applet immutable in the usual way, but 
that is a bit tricky since it uses a random name (Starting with 
"clock_panelapplet_")

If you have the panel itself locked down, the name of this config file 
shouldn't change though. The name of the config file is stored in kickerrc. 
You could change it there to a less random name if you like :)

For KDE 3.1.1 I will make it so that the configuration options disappear when 
you lock this config file. 

I will try to see if I can find a way to automatically lock down applets when 
kicker itself is locked down.
