So far as saving files to the home directory, and so forth?
No! I don't feel it should, either. It should be up to the application.
In KDE's case, Konqueror is using a shared 'kiosk framework' that KDE
provides. One could just as easily tweak Mozilla's code to pay attention to
the framework, too. It's just that it hasn't been done.

I'm using KDE 2.2.2 and it's been working fabulously for me.
Then again, I came from Netscape 4.7 :^)
