[Kde-kiosk] Dragging kicker around

I put [$i] in the first line of my kickerrc, and as expected, panel 
configuration and changes were disabled.  

I can however still drag the panel to the various positions.  The new position 
is not saved though over a logout/login.  Is this the expected behaviour or 
an oversight?  If intended, is it possible to lock the panel is a certain 
postion?
