[Kde-kiosk] Removing "Run Command" and "Configure Panel" from start menu

If you don't need it you can simply not start it. Either remove=20
$KDEDIR/share/autostart/panel.desktop or create=20
~/.kde/share/autostart/panel.desktop containing

[Desktop Entry]
Hidden=3Dtrue
