[Kde-kiosk] Removing "Run Command" and "Configure Panel" from start
menu

Well, for this particular ID, I did a workaround until we can move to
KDE 3:
edit kickerrc for that particular ID
[General]
Applets=
I removed everything from that line. I didn't care if there was a
kicker task bar or not, I just really really didn't want to be able to
get to start and xterm window from there. I also removed all
Home.desktops, of course.
