See kdelibs/kdecore/README.kiosk or ask Waldo. He did quite a lot on it 
already, but unfortunately I don't have the opportunity to test it by 
adminning more than just my own KDE workstation at work. Most of the company 
uses win2k, only half the server room is filled with penguins...
