[Kde-kiosk] How to remove entire menus?

I've got Konqueror mostly set up the way I need it.
(There's still a lot to do with regards to bookmark and file:/// access)

One thing, though... now I have some completely empty pulldown menus
on the toolbar.  (Tools and Settings; and once I figure out how to remove
the remaining two items, the Window menu as well)

I tried sticking something like this under the "[KDE Action Restrictions]"
section of my /etc/kde3/kdeglobals:

  action/settings=false
  settings=false
  action/Settings=false
  Settings=false

But none of them do what I expected.
