invent.kde.org は、個人アカウント配下
(https://invent.kde.org/jogawa/jp-translations とか) であれば、KDE ID
を持っていれば誰でもリポジトリーを作ることができたと思います。
個人アカウント配下以外のところに移したい場合は、sysadmin メーリングリストで依頼することになる…ような気がします。
