[KDE-India] odd kde-config behavior

Subbu, mine seems to be reporting  correct. Mine is an LFS box
with full of KDE compiled from  source just about a month ago.
This  is  a portion  of  kdelibs,  which  is quite  a  crucial
component of  KDE and  rock solid stuff  otherwise. I  have no
idea about kubuntu setup (or its derivatives).
