I get the same results in 2.6.0 (and 2.5.0). The error message is "Failed to
upload photo into Picasaweb: Failed to upload photo
Do you want to continue?"

The response given by the Picasa server is "400 Bad Request" with the specific
error "A title or Slug header is required".

Logging in to Picasa and creating new folders work fine.
