kdelibs offers a KImgIO plugin (actually that is a Qt plugin) based on 
Jasper for JPEG 2000. If you would replace that with an openJPEG based 
plugin, KDE applications would automatically use that instead.

Note that Qt is limited to 8 bit per component, so many applications 
(digiKam, Krita etc) cannot use KImgIO and offer their own versions.
