It's always good to hear about new themes!

Not at the moment. But it's probably a good idea. Please fill a bug report.

Hum... not either... but it's another good idea :)

Yes, I think it would be a nice addition. The next step to include it is 
  to create an archive (zip, tarball...) and either upload it in some 
public place or send it to me directly by mail. I will take care of 
integrating it. I may come back to you to ask for a few changes if needed.

Yes, the theme system has not changed between KDE3 and KDE4, so it 
should not be a problem.
