compilation is fine with mingw. M$ visual C++ compilation is under progress...

yes, sure nothing is urgent. At least, an RC release need to be done,
at least to let's time to translators.

I need others mainteners plan here. Andi, Aurélien, Jain, Andreas, etc...

Nothing is done yet in this way.

I think we can move kipi-plugins in kde-graphics in first, without
problem. It will follow gwenview, and i think you will like this idea.

For digiKam, i don't know yet, and i need to speak about with Aaron,
Marcel, and Andi.
