What do you think of this solution:

I volunteer to modify the acquireimages kipi-plugin to use kscan-plugin KIO 
interface, as a fallback, if libksane is not found.

(the kscan-plugin KIO interface is in kdelibs)

And move libksane to kdegraphics.
