[Kde-imaging] ksaneplugin (and libksane)

Sure, that is not the goal. If libkipi is a kde library all of us can use 
and contribute on it. Moreover a stable library can be used without 
problems in any host application. Frankly i don't see why you are so
against. I like releasing libkipi as well as any other libraries of ours.
But libkipi is a very almost stable and in the past it has not been changed
so much:
