Basic premise: Loading one plugin is relatively fast, loading many of them is
not. Which more or less already says everything. Digikam users may be fine
with long startup, but e.g. in Gwenview's case it's often started just to
view a single image and there the long startup hurts. Moreover all those
loaded unused plugins also waste memory.
