[Kde-i18n-fa] Translation

Hi All,

I am not the coordinator anymore and have written KDE twice and announced
this. I have however not heard anything from them. I guess since there is
no alternative offered, my names remained there.
I have modified the page a bit and marked the team as inactive. Once the
team is active again, the new admin should then change the status. I can
not remove myself as the admin.
The old web site does not exist anymore, so I have removed the link to it.
The admin of the mailing list should be changed too.
