I don't know which commands he mentioned. But I highly suspect he
wants you to download the latest version from the Internet. So, yes,
you need to be online. 
If the command includes the word 'pserver' eg
  cvs -z 9 -d :pserver:anoncvs@anoncvs.cygnus.com:/cvs/glibc login
then you need to be online. But don't use this. It's just an example.
