[Kde-i18n-fa] update

Dear Hamid,

In the past we have gone through a lot of hassles, and I am sorry for tha=
t. We=20
didn't begin an active translation as it was planned, and hence the delay=
=2E

Are you willing to translate and do you have the standard tools for this =
task?=20
