Libor has to register here in order to get a Developer Account: https://community.kde.org/Infrastructure/Get_a_Developer_Account
He can mention you in the application process, this makes it easier for sysadmins to check his credibility.

PS: the link you gave him looks outdated and lacks information - KDE doesn’t use Phabricator anymore since 2019/2020, I think.
