Which page exactly? What information is outdated?

You don't need to register on KDE Matrix server, just create a account in the 
default server (or any other of your choosing) and then join KDE Matrix server 
with it.

Not sure what you mean with "request has not been approved", but you are right

The first thing we ask people that want to create/revive a team is to 
translate kcoreaddons, kio and kxmlgui as close to 100% as possible and send 
them to me in private (no need to bother the rest of the people in the mailing 
list with those files).

So your first task to become "new team coordinator" 
would be to get those files as close to 100% as possible and send
