After you asked that recently, I raised the question on the german list [1]
and there really seems to be no language coordinator, when Frederik retired he
indicated to me and others that he found somone for that role but no one
knows more or at least wrote more to the list.
We have a mailing list admin with Eugen Mohr and I see to it that new po files
are created and summit scattered / merged regularly but since I don't speak
good german and my interest in the translations ends mostly where I need them
professionally I don't really want this job. E.g. I use my KDE Desktop in
English personally.
Regarding this minuet, translation, I had a quick look when it was posted, but
as I was also unsure if I should just overwrite the summit po file with the
attached file or use msgcat or msgmerge somehow to integrate it I did not pick
it up, and as this was sent to the international list I felt even less
responsible to do this, since this part can be done by anyone with commit
access.
Since then I have learned more about the translations in the last weeks and
know that you can just overwrite the po in summit and summit merge will take
care of readding the summit comments. So I have now commited / merged and
scattered this. So the minuet part of this topic can be closed I guess. :)

That might be helpful I would hope to find someone else who is already active
doing translations in phabriactor or otherwise like steinmetzger, jobermayr
loisspitz or sgerlach but no one responded. Egon suggested we meet up at
akademy. Maybe we should ask in matrix before, too?. I don't know. I think the
list is the better place to discuss such things like responsibilities as it is
more persistent.
I mean now that it is clear that we have no responsible person who i would be
stepping on. I can take it up more as an interim job. E.g. looking at bugs
assigned to i18n de. But yes, I think we are currently falling a bit behind as
no one really knows how the workflows are supposed to be, should phabricator be
involved etc. At least that is my feeling on this.
