l10n-scripty/update_xml needs a little change

When I run l10n-scripty/update_xml it complains about not being run with 
language code C.UTF-8.
In the script at lines 31 till 33 I found:
LANG=C
LC_ALL=C
LC_MESSAGES=C

I suppose this should be:
LANG=C.UTF-8
LC_ALL=C.UTF-8
LC_MESSAGES=C.UTF-8
