Wiki page for external translation resources? [WAS: Re: "Parts" of spectacle have to be translated outside KDE]

Please make sure https://techbase.kde.org/Localization/List_of_External_Localization_Resources contains info from both of those URLs and then make them point there.

Better to keep just one list than 3 :)
