We translate
"configure" -> "einrichten": You can only configure/manage something existing.
"create" -> "erstellen": You create a new project (file to hold your
configuration). Here you can e. g. choose between "Software" and
"OpenDocument". They have different options.
So you must create a project (file) to be able to configure it.
If you try to configure a non-existing project you get an error: "Create
software or OpenDocument translation project first."
We introduced our translation "… erstellen …" in 2015:

Since we cannot find/reproduce complained translation I am closing it.
Please consider to report it "downstream" to Debian maintainers for more
debugging.
