If I understand you correctly, the problem is that that the translation of
"Empty trash" in the context menu that the user sees is incorrect because the
translation is only loaded once on the user's system, and then stored somewhere
in the home directory, right? The code for that action looks like this:


void DolphinContextMenu::openTrashContextMenu()
{
    Q_ASSERT(m_context & TrashContext);

    QAction* emptyTrashAction = new QAction(KIcon("trash-empty"),
i18nc("@action:inmenu", "Empty Trash"), this);

Is there anything wrong with this? If yes, Dolphin is the correct product. If
not, then I don't know - I'm not familiar with the internals of the i18n
system, and therefore, I don't know where the code that is responsible for the
"one time translation" lives.
