Really strange that this is not reproducable by several people in locale de.
Maybe this is somehow related to keyboard layout?

Afaik the numbers 0-9 don't need to be translated, but the key "Ctrl" is
labeled "Strg" on a german keyboard, so "Ctrl+2" should be translatable at
least for locale de.
