I can reproduce this bug now in locale ja, but in a really strange way.
System branch compiled from sources:
$ kcalc --version
Qt: 4.7.0
KDE: 4.6.95 (4.7 RC2)
KCalc: 2.9

Using 'KDE_LANG=ja kcalc' "2" + "Crtl+2" only works if "Ctrl+2" is translated
as "Ctrl+2", but not if "Ctrl+2" is *un*translated as "".
Afaik gettext() returns either the translated string or the english string in
case of an untranslated message, so it should not make any difference if 
"Crtl+2" is untranslated or translated as "Crtl+2".

CC'ing the i18n coordinator because apparently not only locale de is affected.
