Funny.

I can confirm that the translation is missing. Running "KDE_LANG=de kcmshell4
kwincompositing" I get "Effekt für den Fensterwechsel" for the first combo box,
but English "Effect for desktop switching" for the combo box in the middle.

Not sure why it is completely blank for you.
